Goals: see: our letter dated 15 January 2005 to County (enclosed);
This letter presented to Regional Planning Commission at Hearing in our area on January 22, 2005 - read into record - NHC has copies audiotape from County of that Hearing.
Nutshell:
Revoke current 1404 Permit; absolutely outdated and not enforceable. Require a "Master Plan" from Proponent, with full disclosure to the entire community.
Establish very specific guidelines regarding operations.
Important part of criteria: No Special Events of any sort. Either the Proponent is in the aviation business or is in "Show Business". Special Events have proven to negatively impact the surrounding area, both to the flora and fauna, and to Man, as well
Require CEQA, along with the necessary EIR's, and the attendant public scooping meetings. The subject property is directly over the Major Blue-line Stream and main water source of the community.

Reasoning - While the NHC stated in their letter addressed to the Regional Planning Commissioners that the proximity to Vasquez Rocks Park (Sapphos Study, 1997), as well as the impact on natural wildlife in this intrinsically wildlife area was all that we had time to speak to, the paramount issue is that the Proponent property is directly on top of the major Blue-Line Sierra Pelona Aquifer/Stream (see. Armbruster visual handout; also. Thomas Guidebook, pages 4373-4; enclosed). Also, it has been documented fully by several groups as to the recent impact of flooding in this most rainy year All of the floodwaters in our area ultimately segue to the Santa Clara River, approximately 3 miles , south of the Proponent's_ property, and as such, as seen in the Purpose of the NHC, protection of the River is utmost.

Since CEQA was not involved in 1959 (indeed, it was not enacted until 1970), in this environmentally sophisticated world it seems necessary to put the top responsibility of a commercial/business owner of any property purchased after CEQA was enacted to adhere to the CEQA plus all necessary Environmental Impact Reports requirements.
Actions to Achieve Goals
The Organization -
NHC will constantly correspond to local Press, plus with: Sierra Club, SCOPE, FOTR, ATC (River Adv. Comm.), Army Corps Engineers, Dep't Forestry, Dep't Fish/Game, CRWQCB, State California, and more, with a Cc: to Supervisor Antonovich.
ADTC - NHC will Has/constant contact with ADTC, as well as Acton Town Council.
Community - will keep in constant contact with Concerned Citizens Agua Dulce and Civic Association, as well as Overall/Brink Group.
Regional Planning Commission-will lobby the Commission, and will expect the Commission to pay critical attention to the environmental issues not noticed or perceived in the era of the initial CUP given to the Airpark The County was responsible for implementation of the Sapphos Report; the County also, over the years, has been responsible for the ongoing approval of plan-check approval for the building of homes/residences in the Sierra Pelona Valley, of which the Airpark resides in the center. The County is responsible for the issuance's of Temporary Use permit benefits, which in many instances in the past few years, seem to fly in the face of the local environment.
End Result -
Desired End Result - Revocation of 1404; have the Proponent have the courage of his convictions, and go through all the necessary steps to bring his property "up to code" in a Twenty-First Century fashion.
Worst Case Scenario - unknown.
